Substantial Amendment to Consolidated Plan and Annual Action Plan
This substantial amendment amends the City’s Consolidated Plan (2015-2019) and the Annual Action Plan for the program year 9/1/2019-8/30/2020 to address the community needs resulting from the COVID-19 pandemic.
The original plan was approved by HUD on September 11, 2019 and can be viewed at 2019 Annual Action Plan. Notice of this amendment was published in The Hartford Courant on April 28, 2020.
In addition, the draft amendment is available on the City’s website at http://www.cityofmiddletown.com/306/Community-Development and was published on the City’s Facebook page on April 27, 2020. Public Comment on the amendment will be accepted until 12:00 p.m. (noon) on May 5, 2020.
CHANGE #1: REALLOCATE PRIOR YEAR FUNDS:
The City proposes to reallocate prior year funding in the amount of $155,984.29.
CHANGE #2: ACCEPT CDBG-CV FUNDS:
The City has received notice of CDBG-CV funds in the amount of $283,911.
CHANGE #3 – CDBG FUNDING TO SMALL BUSINESS ASSISTANCE
The City proposes to allocate $305,984.29 towards Small Business Assistance. The activity will provide financial assistance to small businesses to create/retain jobs as a result of the COVID-19 pandemic. The proposed activity is consistent with the City’s Five Year Consolidated Plan to create jobs.
CHANGE #4: FUNDING TO COLUMBUS HOUSE and ST. VINCENT DEPAUL AMAZING GRACE:
The City is proposing to allocate funds to three public service activities in the amount of $133,911. An additional $16,844 to St. Vincent DePaul Amazing Grace Food Pantry to assist with the additional demands to address food insecurity and an additional $67,067 to cover the costs of relocating the City’s Homeless Population to the Red Lion Hotel through
June 30, 2020. There will be $50,000 allocated for a quarantine center for low to moderate individuals. The additional costs of these activities are in direct response to an increase in demands based upon impact of COVID-19 and is consistent with the City’s Five Year Consolidated Plan of providing essential services to low and moderate income households.

12:00 p.m. (noon) on May 5, 2020.
